Do I need to submit all procurements related to a reportable project to the Department of Technology for review?

No, only Primary procurements related to a reportable project must be approved by the Department of Technology prior to release to the public. Ancillary procurements that are under the DGS Delegated Purchasing Authority are not required to be submitted to the Department of Technology with the Stage 3 Solution Development. However, all Ancillary procurements must be identified in the Stage 3 Solution Development’s Procurement Profile for informational purposes.

Procurement of services that are conducted prior to Stage 3 Solution Development (Pre-Stage 3) that are necessary to support or conduct the analysis and/or preparation of PAL Stage/Gate deliverable (SIMM Section 19) do not need to be submitted to the Department of Technology for review (with the exception of procurements over the Agency/state entity’s DGS Delegated Purchasing Authority). However, all Pre-Stage 3 Ancillary procurements must be identified in the Stage 3 Solution Development’s Procurement Profile for informational purposes.

At any time, the Department of Technology may decide to review any procurement related to a reportable project to ensure that the procurement is consistent with the project objectives, solution requirements and proposed architecture in the PAL Stage/Gate deliverables.
