Envision 2026 Futureproofs the Business of Government
November 20, 2024 – This week’s launch of “Envision 2026: California Technology’s Future” signals the start of a transformative statewide technology strategy aimed at improving the delivery of digital government services. This 3-year initiative charts a path for the government IT community to deliver technology strategically and equitably to all Californians.
A Collaborative Vision
Envision 2026 is the culmination of extensive collaboration and engagement with stakeholders across business and technology sectors. It was informed by more than 1,700 touchpoints with key stakeholders, including agency information officers, chief information officers, secretaries, undersecretaries, directors, and chief deputy directors, who provided invaluable insights and feedback. These interactions were instrumental in identifying recurring themes that shaped the plan’s development.
“With Envision 2026, we haven’t just outlined a plan but set a precedent for effective governance in the digital age,” said Liana Bailey-Crimmins, California’s chief information officer and CDT director. “This report lays the groundwork for an innovative, resilient and equitable IT infrastructure that empowers our workforce, engages our residents, and advances our state as the leader in public sector technology.”
Key Goals
The strategy outlines five key goals:

- Secure California’s Technology Investments by safeguarding public sector technology infrastructure and data.
- Strengthen California’s Public Sector Technology Workforce for Today and Tomorrow by creating and retaining skilled and adaptable employees.
- Align Strategy Execution Across the State through efforts to maximize efficiency and effectiveness.
- Continually Future-Proof the Business of Government by preparing for technological advancements.
Performance Accountability
To ensure effective implementation, Envision 2026 will be supported by rigorous performance management and improvement processes. Annual roadmaps for 2024, 2025, and 2026 will guide execution, with progress monitored through quarterly dashboards and annual reports.
“By operationalizing this strategy, we’re committed to delivering measurable outcomes that enhance the efficiency, accessibility, and security of government services,” Bailey-Crimmins added.
