CELLULAR DATA PLANS FOR CA TRANSIT AGENCIES

The California Network and Telecommunications (CALNET) Program offers cellular services via state contracts available to public transportation providers in California. Your transit agency may be eligible to upgrade your data plan and save on your monthly connectivity costs.

You can estimate your own data needs using the examples in the table below. These data estimates are matched to available CALNET contracts.

Check your area’s coverage, as signal strength can be variable. You can use FCC data to evaluate AT&T, T-Mobile, and Verizon coverage before selecting the best contractor for you.

Follow the four steps below to set up your data plan with an approved CALNET cellular contractor. See the Useful Links at the bottom of the page for more information on transit technology and understanding your transit data needs.

Step 1 - Choosing CALNET Cellular Services by Contractor

Below are the data-only offerings available through CALNET. Once you have reviewed the options, select which contractor and plan is best for you. For step 3, you will need the CALNET Product ID (listed in column 2 of the table below). Note: The monthly recurring cost is the maximum monthly price the vendor can charge.

Step 2 - Completing the Non-State Entity Policy Agreement (NESPA)

All non-state government entities must complete a Non-State Entity Service Policy and Agreement (NESPA), to self-certify that their organization qualifies under one of the CALNET eligibility criteria. The NESPA form can be found here.  Submit completed NESPA forms to CALNETHelp@state.ca.gov.

Step 3 - Completing the Authorization to Order (ATO)

To use a CALNET contract, the purchasing organization must have an Authorization to Order (ATO) form on file with the CALNET Program. Each contractor has a unique ATO; select the contractor ATO with which you’d like to contract.

Once the ATO is complete, please email it to the corresponding vendor contact.

Step 4 - Ordering Services

CalITP customers submit a purchase order directly to their chosen CALNET Contractor, in accordance with their own procurement rules. The CALNET ordering form (Form 20) may also be utilized and is provided below with instructions.

Purchase documents shall NOT be submitted to the CALNET Program.
