CALNET/CGEN/Cloud – Exemption/Delegation

Below are the exemption/delegation types available.

CALNET Exemption

Executive Branch (EB) entities requesting to procure mandatory network and telecommunications services from another source other than the CALNET contracts must first obtain a CALNET Exemption.  For more information and instruction, refer to the State Telecommunications and Management Manual (STMM) Chapter 3-501.0 CALNET 3 Exemption Requests and Non-CALNET Procurements

CGEN (California Government Enterprise Network) Exemption

This process was developed for customers in the Executive Branch that are required to use CGEN but have a compelling business need to use an alternative solution. The customer must submit a CGEN Exemption Request stating their business need and a compelling reason why CGEN cannot be used. The CGEN Exemption must be evaluated and approved by CDT prior to purchasing non-CGEN services.

Cloud Computing Policy Exemption

Per the State Administrative Manual (SAM) Section 4983, agencies/state entities shall use a cloud service model whenever a feasible and cost-effective solution is available. The use of cloud services must be consistent with the factors described in SAM Section 4981.1. Should an agency/state entity determine that the use of a cloud service solution is not feasible, or the required solution is not provided through the California Department of Technology (CDT), they shall submit a Cloud Computing Policy Exemption request per SIMM Section 18.

CALNET Service Delegation

Executive Branch entities must first obtain a CALNET Service Delegation for specific services identified in the CALNET service catalogs.  For more information and instruction, refer to the State Telecommunications and Management Manual (STMM), Chapter 3-502.0 CALNET 3 Delegation.

Telecommunications Delegation

Executive Branch entities with a specific need to obtain Telecommunication services or equipment which are not provided by the CALNET contracts must first obtain a Telecommunications Delegation.  For more information and instruction, refer to the State Telecommunications and Management Manual (STMM), Chapter 3-502.0 CALNET 3 Delegation.
