Storage as a Service (STaaS) On-Premises

The California Department of Technology (CDT) offers On-Premises Storage as a Service (STaaS) as a Vendor Hosted Subscription Service (VHSS), which provides cloud secondary storage solutions.

The STaaS is a vendor managed cloud solution that is available on a subscription pay-per-use basis. CDT is offering the service at its data centers in Rancho Cordova and Vacaville.

The STaaS offering has four tiers of storage. All storage tiers will have data stored with encryption at rest, and there are no fees incurred when uploading or downloading data to the service.

Tier I

Provides a fiber channel or IP connected storage system with a response time that is less than or equal to 5 milliseconds (ms) for read/write activity.

Tier II

Provides a fiber channel or IP connected storage system with a response time that is less than or equal to 25 ms for read/write activity.

Tier III

Provides a fiber channel or IP connected storage system with a response time that is less than or equal to 100 ms for read/write activity.

Tier IV

Provides a fiber channel or IP connected storage system with a response time that is less than 4 hours to present data.

CDT performs the following functions for the STaaS On-Prem Vendor contract

  • Provides a contract vehicle for customers to subscribe to services with the expectation of added value such as volume discounts
  • Service fulfillment
  • Contract management
  • Service management
  • Vendor management
  • Vendor invoice receipt, review, approval, and payment
  • Procurement including contract negotiations, purchase order generation and contract renewals
  • Subscription tracking and renewal for customers
  • Essential administrative activities in support of the above functions

Security

  • Secure tenant isolation
  • Ability to encrypt data at rest or in transit
  • Storage Seeding Device
    • A flat fee service where the vendor provides a Network Attached Storage (NAS) device for migrating data to the STaaS On-Prem environment.
  • Defective Media Retention
    • The STaaS On-Prem Vendor agrees to retain and surrender to the State, defective hard disk or eligible SSD/flash drive components that the State does not want to relinquish due to sensitive data contained within the disk. All disk or eligible SSD/flash drives in the system must participate in the defective media retention.
  • Data replication between CDT data centers in Rancho Cordova and Vacaville
  • Data replication between Customer sites and On-Prem STaaS
  • Encryption in transit
  • SNAP copies (local and remote)

  • The Customer contacts the STaaS On-Prem Vendor and schedules a meeting to informally discuss requirements

Scenario #1 – Cost Estimate and Design Service Request Options

  • New customers, no existing storage service
  • New connection type, but an existing Customer
  • Change to the connection type
  • Process:  Attach a completed STaaS On-Prem Tier Worksheet to Service Request #1

Scenario #2 – Subscribe (Implementation Service Request) Option

  • New customers, no existing storage service, but have gone through Scenario #1 above
    • Process:  Attach the cost estimate, high-level design, and cable schema (with cable request) as provided by the STaaS On-Prem Vendor in Scenario #1 to the Service Request
  • Change in storage tier (i.e. Tier I, II, III, IV)
    • Process:  Attach the cost estimate provided by the STaaS On-Prem Vendor to a Service Request

Scenario #3 – Discontinue Subscription

  • The Customer should have migrated their storage prior to requesting a disconnect or discontinue of the STaaS
    • Process:  Submit a Service Request  to disconnect or discontinue service

Scenario #4 – Renewal of Subscription

  • Services are expiring; no change in infrastructure, connection, or pricing per storage tier
    • Process:  Attach the cost estimate provided by the STaaS On-Prem Vendor to the Service Request

Scenario #5 – Delete 

  • Delete a LUN; no change in connection type or work authorization (WA)
    • Process:  No service request is required – please contact the STaaS On-Prem Vendor directly 

The following steps walk you through the details of requesting service:

  • The STaaS On-Prem Vendor assists the Customer with completing a STaaS On-Prem Tier Worksheet
  • The Customer submits Service Request #1 to CDT requesting a cost estimate and high-level design
    • The Customer attaches the completed On-Prem STaaS Tier Worksheet to the service request
  • The STaaS On-Prem Vendor schedules a scoping meeting with the Customer and CDT service areas (if needed) to gather requirements
  • The STaaS On-Prem Vendor develops and provides the Customer with the following documents, in collaboration with CDT service areas (if needed):
    1. Cost estimate
    2. High-level design
    3. Cable request / cable schema
  • If the Customer approves of the cost estimate and would like to move forward, the Customer submits Service Request #2 to CDT requesting a subscription to the On-Prem STaaS with the required documentation attached:
    1. Cost estimate
    2. High-level design
    3. Cable request / cable schema
  • IT Program Management (ITPM) reviews, processes, and approves the requests
    • Once all approvals are received, ITPM releases a work authorization
  • The STaaS On-Prem Vendor will work with the Customer to schedule testing and validation of the service and make any necessary configuration changes
  • The Customer will notify ITPM once the services are completed so that ITPM can accept the vendor invoice and bill the customer
  •  Most scenarios first require a cost estimate from the STaaS On-Prem Vendor, prior to submission of the service request
