What is the difference between an “IT Reportable Procurement” and an “IT Reportable Procurement Over the DGS Delegated Purchasing Authority”?

An “IT Reportable Procurement” is any procurement that is related to a Reportable Project (a project that meets one or more of the criteria listed in SAM Section 4819.37). Reportable Projects must be formally approved by the Department of Technology through the Project Approval Lifecycle. If the total cost of the procurement is less than or equal to the Agency/state entity’s DGS Delegated Purchasing Authority than the procurement will not be conducted by the Department of Technology’s Office of Statewide Technology Procurement (OSTP). Per SAM Section 4819.31, the Department of Technology’s IT Project Oversight Division (ITPOD) may request to review and or approve IT Reportable Procurements prior to release to the public.

An “IT Reportable Procurement Over the DGS Delegated Purchasing Authority” is any procurement that is related to a Reportable Project with a total procurement cost greater than the Agency/state entity’s DGS Delegated Purchasing Authority. IT Reportable Procurements over the DGS Delegated Purchasing Authority must be approved by the Department of Technology’s Office of Statewide Technology Procurement (OSTP) prior to release to the public. These IT procurements must be submitted with the PAL Stage 3 Solution Development deliverable prepared in accordance with SIMM Section 19C.
