Overview
The Department of Consumer Affairs (DCA) Court Reporters Board of California (CRB) protects the public by ensuring the integrity of the judicial record and maintaining the standard of competency through oversight of the court reporting profession. CRB identified the need to reduce business inefficiencies and improve the quality of public services. The previous ecosystem of multiple systems required additional time and staff to manually process significant portions of the program workloads making it a very inefficient use of CRB’s staff resources.
The Portal streamlines the court reporting licensing and enforcement process enabling CRB to digitally manage complaint and enforcement activities, fine and registration payments, exam applications, license applications, and license renewals in one place. The Portal supports prospective and existing court reporters by enabling online exam and license application submission and management. California consumers directly benefit from the portal through its support of online complaints submission and the improved communication from CRB.

Problems identified
- The current system offers minimal online functionality, limited to applications and renewals, payments, complaints, and transcript reimbursement fund requests.
- Back-office processing remains outdated, relying on paper, Excel spreadsheets, and legacy systems.
- This reliance on paper, which is mailed in, results in significant delays in processing and inefficiencies across operations.
User needs
Develop contemporary digital services that help both our back-office staff and our customer base as a whole.
Proposed solution
New modernized system to combine all of Court Reporters Board into one system, that will help solve data issues and allow for online services.
Project outcome
New modernized system that allows applicants to apply and pay for licenses online, quicker processing times, approvals for exams. Emailing applicants/licenses to help minimize paper/mailing.
